FACILITY SOLUTIONS OVERVIEW

The Facility Solutions: The New Vision for Baltimore City Schools planning process is an approach aimed to “right size” the district through rebuilding and updating the entire BCPSS facility inventory. The approach is grassroots and is articulated via a vision that involves consideration of the current facility inventory, review of the programmatic focus of the District, and gathering of information on educational issues from a wide spectrum of persons representing various facets of the Baltimore community. Building condition, capacity, and student enrollment will be reviewed. Based on building review, data analysis, and community input, recommendations will be formulated as the basis for Facility Solutions: The New Vision for Baltimore City Schools.

The goals of the Facility Solutions: The New Vision for Baltimore City Schools planning process is to:

  • Right size Baltimore City Schools through modernization, additions, discontinuance, and replacements of the existing school facilities inventory,
  • Provide for buildings that are in reasonable and sufficient condition,
  • Make sure space design is appropriate for instructional and programmatic use,
  • Ensure that the District efficiently utilizes buildings,
  • Provide updated and modernized facilities that are flexible and can accommodate various methods of delivering instruction, and
  • Create environments that permit students to actualize their creativity and flourish in the least restrictive environment.

Facility Solutions: The New Vision for Baltimore City Schools planning process will include the following elements:

  • Documenting the current condition of school facilities,
  • Establishing the desired condition or standard for schools,
  • Defining what needs to be done to meet the standards and reach the desired conditions, and
  • Creating a methodology for a practical and fair way to prioritize work that needs to be accomplished.

The goal of this City-wide effort is to create attractive school environments that are conducive to efficient and effective learning, teaching, and community activities. To meet this goal, school facilities must:

  • Offer appropriate, attractive spaces for education, administration, and community uses with flexibility to meet the needs of new initiatives,
  • Be technologically viable,
  • Provide security to meet all health and safety codes as well as comply with federal, state, and local mandates,
  • Be restored to a state of good repair and maintained on a life-cycle basis, and
  • Accommodate declining enrollments, administrative uses, and compatible community functions effectively.
